It was very difficult for our surveillance department to keep order within the development in general.
It is worth noting that there was an incident in one of the homes and we find that it is unacceptable to put everybody at risk in order to allow this celebration on our streets as it is potentially chaotic and disruptive.
The Homeowners Association office, DOES NOT see any problem in the families celebrating Halloween for their children, which is NOT ACCEPTABLE is to put the community at risk. The Halloween festivity has taken a decadent path during the last few years, nowadays, it´s not just children having fun, but teenagers and adults wearing masks or costumes drinking and driving vehicles at high speed.
We are merely trying not to have an unmanageable and chaotic event, which we, the homeowners would be allowing by letting so many outside people come into our subdivision.
If any resident wishes to celebrate Halloween, it may be done in their home, including taking their children trick or treating to the homes that are decorated. However, this particular year, because of the pandemic, we recommend Stay at Home.
We request all residents to support our security team by being watchful at home. We will keep reinforcing the security efforts by adding more staff, as the surveillance team will already be working overtime during the evening of the 31st.

The Homeowners Association of El Cid

Mazatlán, Sinaloa, Saturday, October 24th, 2020.
