On January 7th, the annual HOA Meeting took place, which was established according to the Bylaws of the Association, Section twenty-sixth, sub-section I, II, III, and IV; Which was convened and published in the local newspaper and notifications were sent to residents. Meeting was called to order and began at 8:41am.
Meeting was called to order and proceeded to read the Report on all activities in 2022. The yearly summary of all works performed in the areas of maintenance, repairs and infrastructure.
The Report on investments in the Water Treatment facilities, trash cleaning campaigns, and additions to children’s playground / park areas, new technology in the security and monitoring systems to mention a few.
Among the most important matters discussed, it was to name and propose the Members of the Board for 2023 and the following named, were unanimously accepted;

Afterwards, a budget proposal of expenses and an increase of fees under the inflation rate (5%), given the excellent results of 2022 in terms of collection of overdue fees, and even though homeowner fees where not increased in 2022, not even the inflation rate, the budget was able to be covered and still keep a remainder from the collection of the overdue fees, which was set aside to repair specific roads. A major applause was given by the attending members, acknowledging the extraordinary effort from the personnel of the Office of the HOA.
Continuing, and commencing with General Business, Mr. José F. Azcona, manager of the Homeowner’s Association, took the floor to propose a project to update the regulations previously discussed and approved by the different committees with the purpose of regulating and setting order as well as enhancing the legal power of such regulations, via fines on infractions thereof; the proposal for this project was unanimously and happily approved. A letter in this regard will be handed out as well as via e-mail, so we may apply these changes as soon as possible to improve the quality of life in our community.
Some of the comments made in general were as follows:
- Noise and volume complaints by neighbor’s throwing parties, frequent late-night hours and the frequency with which they occur. It was proposed to sanction via canceling privileges to said violators.
- Complaints over dogs without leashes, a proposal of reinforcing penalties with those who do not obey the leash rule.
- Thanks was given to the staff of the Homeowner’s Association for the good work and support given to the community, for getting us up to date on overdue fees, great budget management and finishing projects on the agenda for the year.
- It was requested that more supervision must be utilized in all construction works in the community, such as wetting the dust of construction sites so it doesn’t pollute surrounding areas, that plastic curtains should be utilized to block any construction waste, and the regulation of all and any heavy machinery used in any construction site, some are excessive in size and weight and cause damage to roads.
- Regulation of vacation rentals, now with new Mexican laws that requires private communities to obey fiscal obligations of reporting them and this can cause the Federal Tax Department to audit and/or cause problems by canceling trust agreements among other sanctions.
- Concrete speed bumps were built on Circuito Julio Berdegué Aznar to eliminate metal bumps.
- Regulation of digital platforms delivery services, since they tend to drive at excessive speeds.
- Overseeing the rules of golf cart driving, minors are asked to be with their parents at all times, they are not to be driving them in the streets under any circumstance, they can cause accidents and be of harm to themselves and other drivers.
- To request from the city to install a stop light on Av. Canseco y Julio Berdegue A. Road.
- Clarify the interaction between golfers and residents, there have been accidents. A golfer pointed out their frustration with residents who allow their children to play freely while they are playing or are exercising.
- The difficulties of road flow due to cars being parked on both sides on the street Reino de Navarra, it makes it hard to drive, collect trash etc.
- Desilting of navigation canals.
- Acknowledgement to Homeowner’s Association personnel for good work performed.
- It was suggested that the annual fee should be incremented, being that it will make it easier to accomplish all necessary renovations of areas that need work and are obsolete, or the addition of another fee to specifically to resolve these infrastructure issues.
- Extending the hours of entry for the Ancla entrance gate, especially on weekends.
All complaints, comments, and suggestions were made by homeowners of El Cid, which will be submitted, reviewed and approved.
The Annual HOA Meeting of El Cid was adjourned at 9:52 AM on January 7, 2023.
